3. Mr. Keir Hardie,-To ask the Secretary of State for the Colonies, whether he is aware of the interpretation being placed upon the Societies Ordinance 1911, namely, that it will give employers of labour power to suppress all agitation on the part of the work-people for improved conditions, and that already agreements have been drawn up preparatory to being enforced sc soon as the ordinance becomes law, specifying, inter alia, that the masters are to have power to fix a maximum wage for compositors and other work- men, and that no workman is to be allowed to resign his position unless with the entire sanction of the masters' association, and any man guilty of leaving his employment without such sanction is to be handed over to the police for punishment; and whether, on account of this, he will withhold his sanction to the proposed ordinance until the House of Commons has had an opportunity of considering its contents.
